SPII Program Plan – Phase 2

Building upon SPII-1, the Strategic Plan for Integrated Infrastructure for Open Science (SPII-2) kicked off in March 2026. The aim for the second phase program is to make further progress towards the realisation of a federated Open Science Infrastructure (OSI) in the Netherlands.

The activities in 2026 focus on creating conditions for a coherent and connected Open Science infrastructure landscape by developing a reference model that will support development of new and existing infrastructures and provide a basis for working together. In addition, the aim is to develop use-cases additional to SPII-1 such as Citizen Science and Open Educational Resources in order to include these domains in the reference model.

SPII-2 is structured as a programme with co-production with the stakeholders from research institutions, infrastructure providers and national initiatives as its guiding principle.

What is OSI?

The Open Science Infrastructure (SPII- 1) is positioned as the Open Science perspective on the broader digital research infrastructure. 

This means building on existing research infrastructure to facilitate Open Science with a vision for a federated, modular design and a primary focus on FAIR sharing of research results.
